What is the Role:
The Compliance Function is an independent, second line of defence function operating within the wider Risk function. The Compliance Enablement and Reporting Team was established to act as the central point of contact for the establishment and creation of multiple Board reporting and governance activities across the function.
We are looking for a dynamic Governance Manager to join the Compliance Enablement and Reporting Team, with particular experience in reviewing and updating Compliance Policies and Frameworks, updating key compliance reporting documentation and supporting regulatory testing and analysis to ensure adherence with regulatory obligations.
This is an exciting and challenging position with the opportunity to work within a team, whilst working closely with senior and specialist colleagues across the organisation.
Key accountabilities.
- Lead a team to deliver the Governance agenda to include the revision of policies and frameworks, key compliance documenting and regular reporting aligned to corporate governance best practices and timelines.
- Lead out on the co-ordination and updating of key Compliance documentation including the Compliance Mandate and Communications Model and in turn supporting effectiveness reviews.
- Lead a team to facilitate regulatory liaison in respect of regulatory compliance risk and fulfilling our statutory responsibilities, demonstrated through the completion of Government Guarantee, Placing and Subscriptions and Directors Compliance Statement attestation processes.
- Represent the Compliance function at various Steering Committees and governance fora such as the Policy Governance Risk Forum, Regulatory, Culture & Conduct Risk Forum.
- Participate in Compliance management meetings to ensure the Compliance Enablement Team plan is on track for delivery.
- Support the Material Risk Assessment Reviews twice yearly for Regulatory Compliance. Culture and Conduct Risk.
- Proactively challenge internal Regulatory Compliance and Conduct Risk processes and practices to identify continuous improvements.
- Build and maintain key relationships across the wider Compliance department and with senior key stakeholders across the Bank, working in a co-operative and constructively challenging manner.
- Manage a variety of issues, respond to fast-paced deadlines and take responsibility for the ownership and completion of tasks to a high standard.
- Communicate complex regulatory themes through to business units, policy development and internal governance.
- Proactively engage with business units to resolve complex issues.
What you Will Bring;
- Have a minimum of five years compliance or regulatory experience within a Financial Services environment (Payments, Banking, Insurance, Credit), as part of a Financial Services/Banking Institution, or in an advisory, transformation, change, law or business consulting capacity. Relevant Professional qualification would be advantageous.
- Strong technical knowledge in regulation, regulatory strategy, Central Bank of Ireland and European Regulator rules and guidance procedures, existing and new, such as the Consumer Protection Code, Code of Conduct on Mortgage Arrears, SME Regulations, PSD II, MiFID, Central Credit Register, Mortgage Credit Regulation, Consumer Credit Act, Consumer Credit Regulation and key Risk Framework methodologies.
- A detailed understanding of aspects of current and upcoming regulation with an ability to provide accurate advice, review and challenge to the business.
- Highly motivated, with a proven ability to work on own initiative within a challenging and dynamic work environment, with excellent communication skills (both spoken and written), interpersonal skills and people skills.
- Have a proven experience in managing relationships with business stakeholders and/or regulators.
